cse-logoCentre for Sustainable Energy has produced a Low Carbon Neighbourhood Planning Guidebook, available here: https://www.cse.org.uk/news/view/2012.

This guidebook explores what communities can do, through neighbourhood planning, to mitigate and adapt to climate change and tackle fuel poverty.


The guide collates policy examples from different neighbourhood plans, covering renewable energy, energy efficiency, sustainable transport, flooding and green infrastructure. It also explores: sources of evidence to support your policies; non-planning activities or projects that different communities have pursued; and includes links to other bodies that might help you.

The Centre for Sustainable Energy’s intention is to regularly update the guide to reflect this rapidly evolving area, so please contact them with feedback, and ideas for inclusion in the second edition: communities@cse.org.uk.

The guide forms part of CSE’s 2-year support programme, giving free support to neighbourhood planning groups wanting to create Low Carbon neighbourhood plans.
